I agree with others that you will have a sauna effect with moderate effort inside most really waterproof coat. Having said that, the newer fabrics like eVent that have superseded Gortex are much more breathable (than Goretex) and would work well a lot of the time. Top dollar though. Or go for a cycl...

Hanging onto it in case someone else in the club needs it is good if you are superstitious.
Selling at least ensures it goes to someone who wants it - put funds to the clubs general revenue.
Donating to a rehab centre if one of them needs it is the best option IMO

The current wetness on the track is soaking out through the concrete from underneath/behind. It is not more shaded than other parts of tge track rhar are now dry. It might be possible to install extra sub-surface drainage to reduce or eliminate rhis particular problem.
