The DHBC was established on the 8th April 1908. One of it founding members and long serving club secretary was J.C. (John Charles) 'Charlie' Paris. He was born in 1879 and was a respected athlete winning the 'Commonwealth' Handicap in 1900. He obtained 17 successive fastest times from scratch races in road events.

Paris was well liked, respected and had a caring personality. He guided the DHBC from its formation in 1908 until his death in 1950. He had a bicycle shop behind 1 Hercules Street, Dulwich Hill. This shop was a social focal point for the club for decades.

Paris worked and lived at his shop. The original structure still exist but has been converted into a small house. This fronts the carpark area behind the Gladstone Hotel.
