Tim was talking to JL a few weeks back who was frustrated at the selection criteria for the national team. Winning a national title isn't enough to make the team as more often than not another rider is selected for the worlds instead.

I came across the document which outlines the times for automatic selection and they are very quick. Otherwise riders must rely on the grace of the selectors.

Men
Event/Trial
Time
(equal or better)
4000m Individual Pursuit - 4 min 17.00 sec
1000m Time Trial - 1 min 01.50 sec
Standing 250m - 17.40 sec
Flying 200m (sprint event) - 10.10 sec

Women
Event/Trial
Time
(equal or better)
3000m Individual Pursuit - 3 min 31.00 sec
500m Time Trial - 34.00 sec
Standing 250m - 19.00 sec
Flying 200m (sprint event) - 11.18 sec

I suppose a world class country needs to select a world class team but it takes the value out of the national titles somwhat, which will be an increasing problem for track cycling when no one needs to ride the 'big events' to keep progressing.
