Yes, it's clear from that photo of Jo at 45 deg that the photo was taken with a flash. Given the amateur status and the desire of riders to have their photo taken, I suspect there's special permission given. I would bet that you won't get that kind of flash set up at a pro event as flash can dazzle...

Most riders don't appreciate camera flashes.
The pro photographers all had flashes ..... even on a Nikon D3 ($8000 just for the body)
